Someone like Adele would actually benefit from promotion since she's relatively unknown. Britney Spears is one of the most famous women in entertainment and she's had two actual radio hits now (which reach a much larger, broader audience than some show) for her to be on pace to only do "Blackout" numbers is terrible. Her download sales aren't even that great "HIAM" isn't even among the Top 10 sellers of the year. 
Is it even on track to do Blackout numbers? It would need to increase in sales at some point to do that.

The difference between this album and "Blackout" is none of the singles were airplay hits. "Hold It Against Me" is actually her highest peaking single in airplay ever (#3) and "Till The World Ends" is already up to #19 in airplay.
